About the Сenter
The center of IT–research and examination was established in 2004 as a structural subdivision of the National Presidential of National Economy and Public Administration.
The activity of the Center involves solving a wide range of tasks, connected with the optimization of the public administration: increase of state government bodies transparency, reduction of regulation burdens for citizens and business, optimization of budget expenses.
Expert support
The expert and analytical activity of the Center involves conceptual, normative and project documentation examination for creation of automated information systems by state government bodies, the expert tracking of state government procurement, connected with the creation of automated information systems.
The Center monitors and analyses state initiatives and practice of ICT usage in Russia and abroad. The Center has unique legal, technical and systematic competence and continuously actualizes the accumulated knowledge. The independence of the Center and experts involved ensures the objectivity of the projects’ results.
Standard regulation development
The Russian legal practice experiences a lack of balance between the formal legal quality and content of standard regulation. This issue deepens especially when related to regulation interaction connected with new technologies and implementation of common legal formulas is no longer possible.
The Center has extensive experience in development of standard regulation development involving technical specificity.
Study courses development
The Center develops educational courses and methodological materials for post graduate students and government employees. The courses’ programs involves the issues on public administration and municipal government quality management, effectiveness of public ICT procurement etc.
Methodological support
The Center develops methodological materials, which can significantly simplify implementation of innovative political solutions connected with new technological environment unfamiliar to public institutions.
