Professional & Critical Communications’2013 leaves impact

The 2nd International Conference Professional & Critical Communications' 2013 held on December 3rd was a big success. The prime forum of critical communications professionals brought together almost 200 speakers and delegates from the domestic security services, government organizations and largest Russian enterprises.

Now that Russia counts with broadband networks of nationwide scope, including those using satellite and LTE technologies, national video surveillance projects, geoinformation systems and smart cities, we can longer view professional communications and technological and public security in the old terms and from the perspective of the past. Participants of Professional & Critical Communications' 2013 were united in the certainty that only a complex of solutions based on digital network technologies, integration of efforts and facilities of all dedicated services can ensure successful professional communications, including at mission critical periods.

The new perspective faces fast response and safety systems, such as PMR, KSEON (Complex system of emergency notifications) and KSION (Population notification and warning system), ERA-GLONASS and ‘112’ at a brand new level of integration and cooperative attitude of security services and authorities for the sake of the primary objective – Russian citizens’ safety. Professional & Critical Communications Conference also serves this purpose providing a platform where industry experts and professionals can share best practices in complex projects and integrated solutions, and discuss collaborations between government services and corporations in the field of mission-critical communication systems.

The second forum dedicated to critical communications in Russia gathered officials from the Ministry of Communications and Mass Media, Federal Agency of Communications, Roskomnadzor, heads of ICT from the EMERCOM of Russia, Ministry of the Interior, Federal Protective Service and Federal Security Service of Russia, top executives and experts from the largest enterprises, agencies and associations: Russian Railways, Rostelecom, Sberbank of Russia, Rosatom, Russian Post, Federal Grid Company, Sochi 2014 Organizing Committee, Russian Broadcasting and Alert Networks (RSVO), GLONASS. The event was also attended by the IT executives of the Crisis management centre with the All-Russia disaster medicine service, National Crisis Management Center of the EMERCOM of Russia, Rosneft, Gazprom Neft, Svyaztransneft, MOEC and Lenenergo, Moscow and Saint Petersburg Metro administration, Sheremetievo and Pulkovo international airports, leading Russian TETRA operators RadioTel and MS-SPETSTELECOM, experts from the State Duma Committee for information policy, IT and telecom, leading specialists from Radio Research and Development Institute (NIIR), NIIAS,  All-Russian Research Institute on Problems of Civil Defence and Emergencies, and etc.

National operator and service provider Rostelecom OJSC was official conference partner, while field-specific sessions were endorsed by Russia’s largest integrator in alert systems Russian Broadcasting and Alert Networks (RSVO) and Telum Group (Ranberry). Motorola Solutions was Innovative partner of the event, and GLOSAV, SAGA and Komtelecom-T provided sponsorship support. Vertex Standard, manufacturer of PMR user devices was general exponent of the forum. Other exhibitors included Rodnik and StarBlazer companies.

The plenary session of Professional & Critical Communications' 2013 was kicked off by a welcome letter from the Head of Roskomnadzor Alexander Zharov read by Deputy Head of Department of Licensing in Telecommunications Andrey Kantsurov. In his address, Head of the ICT supervising authority emphasized the importance of integration of complex radio systems of critical communications for Russian security agencies and major enterprises.
 
Then the floor was turned over to another government official – Deputy Head of Federal Agency of Communications Igor Chursin, who reported about the successful implementation of a telecom infrastructure designed to control and ensure security at major national and international events, such as the APEC Summit in Vladivostok, Kazan Universiade 2013 and Winter Olympic Games 2014 in Sochi.
 
Phil Kidner, Executive Director of TETRA & Critical Communications Association, was another speaker of the plenary session. He discussed complex tasks and solutions for mission critical communications. Executive Director and head of Innovation Center of Rostelecom Pavel Roitberg presented security solutions offered by his company. Evgeny Belyanko, Vice President of GLONASS Partnership – federal network operator in navigation, delivered a report entitled ‘National system ERA-GLONASS – the center piece in road safety’. Head of Government Programs in Russian Broadcasting and Alert Networks (RSVO) Dmitriv Borisov spoke about the initiatives for unified standards and regulations on the complex system of emergency notification and warning in the Russian Federation. Head of Wireless and Mobile Networks at Sochi Olympics’ Organizing Committee Dmitry Matrosov shared insights from telecom practices around the Sochi Olympics.
 
The core session of the conference – ‘PMR systems for corporate and government’s needs’ – gathered the largest users of digital PMR in Russia. Sergey Kireev from Sberbank of Russia shared the experience of building fast-acting radio facilities for the largest domestic bank. Sales Director for Motorola Solutions radio systems in Russia Evgeny Trifonov discussed the best digital radio solutions offered by his company. Board Chairman of MS-SPETSTELECOM told the gathering about the role of TETRA network in the security of Kazan Universiade 2013. CEO of Telum, a resident of Skolkovo, Pavel Boyko presented innovative small LTE base stations from Telum designed for corporate and organization networks. Zetron Inc. Sales Manager in Russia and CIS Pavel Skladonovsky spoke about the solutions for internetworking between PMR and broadband networks. Report of Saga Telecom’s CTO Dmitry Kireev was dedicated to industry applications of MotoTRBO DMR systems. Igor Bezkorovayny, Adviser to Komtelecom-T’s CEO for IT Security brought up the issue of mobile support to technological processes, and namely, his company’s collaboration with Russian Railways.
 
The central session ‘Integration of communication and broadcasting systems for emergency situations’ showcased RSVO’s technical solutions for emergency alert. Nikolay Parsadanov-Gevonyan from Rostelecom’s Federal Projects Department outlined a comprehensive approach to universal emergency response dial system ‘112’ using a cloud model. Head of the Crisis management centre, All-Russia disaster medicine service Igor Shilkin discussed integration of emergency System-112 and situation centers of emergency response services, and Deputy Director of the Situation and Crisis Management Center of Rosatom Andrey Zhitov presented their newest development – state-of-the-art mobile management complex integrating all the existing radio technologies. Alexander Dvorkovich, Professor at the Moscow Power Engineering Institute and CEO of SAD-COM pension savings fund, compared the international approach and Russian RAVIS system for using the system of terrestrial digital multimedia broadcasting for local warning.
 
The special session dedicated to satellite technologies for mission critical communications featured a report from GLOSAV Business Development Director Mikhail Ryazantsev about opportunities of geopositioning in the power industry and a talk on how GLONASS satellite navigation is used in operational control and postal transport management from the Adviser to Deputy CEO and acting head of IT Directorate of Russian Post Oleg Artemov. Besides, CEO of RadioTel operator Mikhail Ovchinnikov shared his company's experience in building operational TETRA-based trunked radio system with integration of GLONASS/GPS and 112 services for city administration of Saint Petersburg, Business Development Manager of Thales Group and PhD candidate at the Radio Research and Development Institute Rodion Yakubovsky discussed how GLONASS satellites can be used for emergency communications with the population, and finally, deputy director of the Center of Strategic R&D in Railway Management Vladislav Tamarkin spoke about using satellite communication systems for critical and emergency communications.
 
Professional & Critical Сommunications'2013 also showcased LTE solutions for professional communications for the first time ever in Russia. A round table held after lunch and led by COMNEWS Editor-in-Chief Leonid Konik was dedicated to new LTE products for public security from Motorola Solutions and their application in emergency response systems. The discussion featured Director for Broadband at TETRA & Critical Communication Association Jeppe Jepson, Head of IT and Information Security Department of Russian Ministry of the Interior Nikolay Filatov, a representative from the Saint Petersburg Metro administration, Director of RCC Mobile Radio Systems Sergey Makarov, CEO of Gvardia Plus tlc Alexander Odinsky and about 30 delegates representing major customers. In conclusion of the discussion, Motorola Solutions architect Martin Vitcroft expressed a mutual opinion that government agencies, integrators and vendors will soon come up with some ideal solutions which can satisfy growing demand for dedicated broadband systems among Russian security services.
